What is Portfolio, Programme and Project Offices (P3O®)?

Today's organizations exist in a climate of constant and increasing change. Organizations that have learnt how to transform themselves through effective leadership and strategic control are more likely to survive and prosper. P3O®framework enables consistent delivery of change across various structures of an organization.

The P3O® guidance - aligned to the Cabinet Office's Project, Programme and Portfolio management best practices, brings together in one place a set of principles, processes and techniques to facilitate their effective management through enablement, challenge and support structures. This framework provides guidance to organizations for defining a balanced portfolio of change and ensuring consistent delivery of programmes and projects.

Portfolio, Programme and Project Offices (P3O®) is a Best Management Practice certification and is aligned to PRINCE2, MSP, and M_o_R. P3O brings together in one place a set of principles, processes and techniques to facilitate effective portfolio, programme and project management through enablement, challenge and support structures.
The P3O workshop is based on the OGC's Portfolio, Programme & Project Office standard addresses all aspects need to gain certification to P3O Foundation level.

Primarily an effective P3O model provides operational efficiencies in the successful delivery of business change initiatives and at its bests a P3O model is an integral part of ensuring that the strategies and performance requirements of an organisation are realised via projects, programmes and operational business units. The P3O model establishes a joined up set of outcomes and ensures that benefits are measure managed monitored and refined to ensure that optimal investment and strategic goals are achieved.
3 P's - Portfolio, Programme & Project, together, these 3 disciplines, help to ensure an organisation's strategy is delivered appropriately. A P3O model provides a decision enabling and delivery support structure for all change within an organisation, whether large or small.
Correct implementation of this office or structure where an organisation's Business Change Projects and Programmes come together can result in the following actions:-
The correct or best programmes and projects are selected and prioritised to ensure strategic objectives are being achieved
Asses that the organisation has the capacity and capability to deliver the selected programmes and projects, which means, on occasion that they need to stop some programmes or projects that do not contribute to strategy
Provide help and guidance for consistent standardised documentation and processes so that the organisation's performance can continually improve
It is possible for an organisation to deliver these strategic change management goals without the involvement of P3O but the results will be achieved in a fragmented and unstructured way that generates significant threats to the best use of scarce resources and achievement of required outcomes.

P3O is a set of guidance to the definition, establishment and management of the implementation (or re-energising) of P3O models. It is based on diverse industry experience but is NOT a prescriptive method.

P3O aims to promote consistent governance, and impart an enhanced insight into the change initiative portfolio, which will lead to improved planning. A few other possible benefits of P3O guidance is: time and quality benefits; business outcome identification and realisation. Consistency, even across virtual work environments, and clarity in terms of support functions, are also among the desired outcomes for P3O. OGC intends to establish P3O so it can provide the backbone for integrated governance and escalation. It would seem a P3O course is an important subject, especially for project managers. 

The suitability and application of P3O will depend upon a number of factors, and this will vary from organisation to organisation. One of the concerns I found out about P3O, related to the practical acceptance of this new guidance, but this area was being covered with the private sector. The private sector will actually work towards the creation of a mature P3O environment for trained professionals to exercise their skills as imparted by the P3O training course. 

The P3O name refers to three levels of governance structures or offices – Portfolio, Program and Project.  P30 is new guidance constructed by the Office of Government Commerce (UK) which pools together all current information on support offices for projects, programs and portfolios.  There are many kinds of support offices ranging from simple Project Offices through to complex offices managing a multi-national organisation’s delivery of change initiatives. The aim is to provide a single point of reference for setting up and running effective delivery support in any kind of organisation in an environment aligned with best practice approaches.

 

What is a P3O office?

A P3O model provides a decision enabling/delivery support structure for all change within an organisation. It takes into account ongoing business operations as well as the delivery of new or changed capability. This may be provided through a single permanent office, which may exist under many different names including:

Portfolio Office
Enterprise Program Office
Centre of Excellence
Corporate Programme Office.
It may also be provided through a series of offices  such as programme and project offices both permanent and temporary linked together in some way.  Services may be provided centrally or locally. In other words, there is no “one size fits all” approach.

What does a P3O office do?

A P3O office will provide support to the highest levels of management in making strategic decisions.  Examples of the types of activities undertaken are:
•    Complete and accurate Information will be gathered from across the organisation and presented in a consistent and useful way to decision makers.
•    The optimum mix of programs and projects will be undertaken and tracked for strategic alignment.
•    Projects and programs across the organisation will work to consistent standards and will be provided with support to achieve this where necessary.
•    Performance management will be aligned with portfolio, programme and project success. 
P30 will provide a career stream in its own right and experienced staff will have credibility within the organisation.

Is this just more bureaucracy?

Not at all, P3O will save the organisation money by ensuring its services add value and by providing measures to establish and track this.

What is covered in the guidance?

The P3O guidance tackles the elements of designing and implementing an appropriate P3O organisation comprehensively.  There is no other guidance which addresses these issues. 
There is not a lot of ‘This is how to…’ detail for the practitioner. This is because every organisation is different and it is not possible to be prescriptive.  However, there is a lot of ‘This is what you could do…’ and guidance on the types of questions that need to be addressed and how to approach the task of setting up a P3O which will improve the overall maturity and capability of different organisations.How can P3O help? P3O will provide a backbone for integrated governance and escalation within an organisation.

Is P3O a final solution?

No, as with all of the best practice guides there will be many iterations as part of a process of continuous improvement based on feedback and the changing world in which we live.  However, this guidance provides the foundations upon which to clarify and build our thinking on governance and the provision of information to support decision making at the highest level in an organisation

How does P3O integrate with other certifications?

One of the key learning points will be an understanding of how the P3O model can interface with existing structures for collaborative working towards successful strategic delivery.
Organisations managing Programmes, using MSP™ or projects using, Prince will benefit tremendously from P3O Courses.
Project Support Offices (PSO) & Programme Offices PPSO, Project Management Offices (PMO) have various names and any training would overlap with P3O.
The Public Sector has Centres of Excellence (COE) which would be included within the P3O structure. Gateway reviews are performed or facilitated by these and a P3O would include this.
P3O would also be beneficial to offer alongside any course helping with Business Change Management or transformation type activities. Business Case writing and Benefits Management will have an overlap.
Strategic planning and policy setting courses would use the P3O course to help them understand how to implement and monitor progress towards policy and strategy, Balanced Score Cards and Strategy Maps.
ITIL introduces operational Service Portfolio Management, the course will interest those who need to maintain and understand how projects and programmes will impact operational activity.

P3O Skills and Competencies

P3O management and staff will need to be skilled in a number of different areas, and the course aims to develop these competencies:
How to provide senior managers with information to make the right investment decisions to select the right projects
Strategy and business planning, with consistency of delivery developing an appreciation of the most suitable P3O delivery model and the tools and techniques used.
P3O staff will understand how their work adds value and is sustainable, within an organisation and help identify problems.
They will make sure benefits are delivered after projects have completed, and if not, examine why and take action to realise them

Foundation
The purpose of the foundation level is to confirm that you have sufficient knowledge and understanding of the P3O guidance to interact effectively with, or act as an informed member of, an office within a P3O model. The foundation qualification is a pre-requisite for the practitioner qualification.

The purpose of the practitioner level is to confirm that you have sufficient knowledge and understanding of the P3O guidance to design, implement, manage or work in any component office within a P3O model.

Two-and-a-quarter hours duration
Open-book (only the P3O Guide is allowed).

Course Outline

The P3O® Foundation and Practitioners' Course will run for five days, ( usually from Monday to Friday), alongwith conduct of the examinations.

The Foundation course will run for three days ( usually Monday-Wednesday), culminating with the Foundation Certification examination (whose structure is explained below).

The aim of the P3O Foundation training is to provide a sound understanding of:
The difference between portfolio, programme and project management
How to determine the best P3O model: portfolio, programme or project office for a given business environment
Steps to implement or re-energize a P3O model
Success criteria for the management of a P3O model
P3O models, principles, tools, techniques, functions and roles

Successful candidates clearing the Foundation examination, then can go on to take the Practitioner course, running for two days (usually during Thursday and Friday), culminating with the Practitioner examination on Friday afternoon. The daywise schedule will be informed subsequently.

Foundation Certification is the first qualification that is required to become a P3O®Practitioner. Foundation level is aimed at enabling the candidate to act as an informed member of the programme team using the P3O® method. For this they need to show that they understand the principles and terminologies of the method.

The Foundation Exam Format is of 50 multiple-choice questions of duration 40 minutes (Closed book). 30 correct answers or more are required to pass.

Candidates must first pass the Foundation exam before proceeding to the Practitioner level. The Foundation exam results are declared before candidates go in for Practitioner level course.

Pre-Requisites

There are no formal pre-requisites for delegates to attend the course but it is recommended that anyone attending this course has a basic understanding of project and programme management principles.

P3O® Practitioner (level 2)

The Practitioner's Certification is intended to assess whether the candidate is able to apply P3O® method to the running and managing of a project and programme management structure. The candidate needs to show that they are able to tune P3O® to different contexts and circumstances.

The Practitioner Exam is a "Scenario based" question examination lasting Two and quarter. hours. This is an open – book format and 35 out of 70 marks is required to pass. Only P3O®Manual may be used during this examination.

Pre-Requisites

Passing the P3O® Foundation exam is a pre-requisite for sitting the P3O® Practitioner exam.
