Who is this service for?

The Certification Program is designed specifically for first-level, general nurses educated outside the United States who wish to practice nursing in the United States.

In order to be eligible, you must have completed sufficient classroom instruction and clinical practice in

1. Adult health (medical/surgical) nursing
2. Maternal/infant nursing (obstetrics), excluding gynecology
3. Nursing care of children (pediatrics) and
4. Psychiatric/Mental health nursing, excluding neurology

If you have not completed a sufficient number of hours in each of the above areas, you will not be approved to take the CGFNS Qualifying Exam® until you complete them, through a government-approved nursing school. You must also hold an initial license/registration as a first-level, general nurse in your country of education, and currently hold a license/registration as a first-level, general nurse.

What does this service do?

It has three parts:

1. A credentials review of secondary and nursing education, registration and licensure
2. The CGFNS Qualifying Exam® a test of nursing knowledge (which also satisfies one of the requirements for obtaining an occupational visa to work in the United States)
3. A report on an English language proficiency exam

When successfully completed, applicants receive the CGFNS (Certification Program) certificate, which is required by many of U.S. states in order to take the NCLEX-RN®.

A CGFNS (Certification Program) certificate assists registered nurses in three ways:

1. It helps to qualify for an occupational visa because it satisfies the nursing examination requirement of Section 343 of the Illegal Immigration Reform Immigrant Responsibility Act of 1996 and the Visa Screen®: Visa Credentials Assessment.
2. It helps to meet licensure and NCLEX® eligibility requirements in many U.S. states
3. It provides reasonable assurance of success on the NCLEX-RN® examination, because CGFNS Qualifying Exam® uses the same blueprint. Passing the CGFNS Qualifying Exam® does not guarantee that you will pass the NCLEX-RN® examination, but nurses who have earned CGFNS (Certification Program) certificates consistently have a higher rate of success on the NCLEX® than nurses who have not.


English language proficiency exam for the Certification Program

About this requirement

The English language proficiency assessment confirms that the applicant demonstrates the required competency in oral and written English based on the applicant’s achievement of passing scores on tests jointly approved by the U.S. Department of Education and the U.S. Department of Health and Human Services. Applicants educated in specific countries where English is the native language and the textbook and instruction language (see below) are exempt from having to take an English proficiency exam.

Applicants must successfully pass the English language proficiency examination and the CGFNS Qualifying Exam® within a two-year time frame.

Who does not need the exam

To be exempt from the English proficiency requirement, you must meet ALL of the following criteria:

* country of nursing education was in Australia, Barbados, Canada (all provinces; the only approved schools in Quebec are: McGill University and Dawson College in Montreal, Vanier College in St Laurent, John Abbot College in Sainte-Anne-de-Bellevue, and Heritage College in Gatineau), Ireland, Jamaica, New Zealand, South Africa, Trinidad and Tobago, the United Kingdom or the United States.
* textbook and instruction language was in English.

Who needs to take the exam

If you do not meet the criteria above, you need to take one of the following groups of English language proficiency examinations. You need to request that the testing organization forward your score directly to CGFNS for evaluation.

Several English language proficiency examinations are approved to meet the English language requirement of the Certification Program. The passing scores for the English language proficiency examinations are located in the Certification Program Applicant Handbook and the Certification Program Requirements.

The CGFNS Qualifying Exam®

The CGFNS Qualifying Exam® satisfies one of the immigration requirements for obtaining an occupational visa to work in the United States and is a prerequisite in some states for licensure (see www.cgfns.org/sections/tools/apps/sbonrequirements.shtml).

The exam tests your knowledge and understanding of nursing as it is taught and practiced in the United States today, using objective, multiple-choice and alternate-item type questions designed by experts to help predict your likelihood of passing the NCLEX-RN®.

We offer the CGFNS Qualifying Exam® in five-day test windows during designated months. Go to http://www.cgfns.org/sections/programs/cp/qedates.shtml for a list of current exam dates.

NEW! Internet-based exam

The new Internet-based CGFNS Qualifying Exam® will be given for the first time in March 2011. It will be given during a five-day period in March, July, September and November in over 469 locations. You can schedule any day within a five-day test window in one of the two months you are authorized to take the exam.

Please note: YOU MAY REGISTER FOR ONE EXAM ONLY. If you select more than one test window, more than one location, or more than one date and time, your exam registration will be cancelled upon review and you will be required to register once more for a single selection.

Authorization to take the exam

To be authorized to take the CGFNS Qualifying Exam® you will need to be successful on a CREDENTIALS REVIEW. We evaluate your education and license/registration to verify that you are a first-level, general nurse (as defined historically by the International Council of Nurses).

The academic requirements are:

* successfully completed a secondary school education that is separate from your nursing education
* graduated from a government-approved, general nursing program of at least two years in length
* received theory and clinical education in each of the following: nursing care of the adult (which includes medical and surgical nursing), maternal/infant nursing, nursing care of children and psychiatric/mental health nursing

Licensure requirements are: You must hold an initial license/registration as a first-level, general nurse in your country of education, and currently hold a license/registration as a first-level, general nurse.

Once you successfully complete the credentials review, you will receive an Authorization to Test notification that includes scheduling instructions and the dates of the two test windows for which you are authorized to take the CGFNS Qualifying Exam®.

If you have already been authorized to take the March 2011 CGFNS Qualifying Exam®, you will be notified in January with instructions for scheduling.

If you need to change your exam date

If you need to change your exam date, you may do so by giving 72 hours notice before your scheduled exam:

* to another day or time in the five-day test window of your originally scheduled exam, without charge
* to the later five-day test window you were given, without charge

You will not receive a credit if you do not arrive for your scheduled exam.

If you miss or fail the CGFNS Qualifying Exam®

You will need to complete and pay for a re-examination application (www.cgfns.org/files/pdf/apps/CP_ReExam_Instructions.pdf), if you fail or do not show up for your scheduled exam and want to be authorized to take it in another month.

If your Certification Program application expires before you are scheduled for the exam

If you want to qualify for the CGFNS Qualifying Exam®, but you haven't met the requirements of the Certification Program in 12 months’ time, you will need to complete and pay for a Certification Program reprocess application (www.cgfns.org/files/pdf/apps/CP_reprocess_form.pdf).


WHAT DOES CGFNS STAND FOR?
CGFNS is the Commission on Graduates of Foreign Nursing Schools. They are engaged internationally in the education, registration and licensure of healthcare professionals worldwide.

CGFNS protects the public in relation to evolving healthcare policies and standards of professional practice for migrating healthcare professionals.

I AM A FOREIGN-EDUCATED NURSE, HOW CAN CGFNS HELP ME TO PRACTICE IN THE UNITED STATES?
CGFNS offers a Certification Program and Qualifying Exam, which most U.S. State Boards of Nursing require in order to be eligible to apply for licensure within that state.

WHO IS ELIGIBLE TO TAKE THE CGFNS QUALIFYING EXAM?
Nurses who are educated and hold both initial and current registration/licensure as a first-level, general nurse as defined historically by the International Council of Nurses (ICN). A first-level nurse is called a registered or professional nurse in most countries. A general nurse must have obtained theoretical instruction and clinical practice in a variety of nursing areas. A nurse who specialized in one area without being educated and registered/licensed as a general nurse is not eligible for the Certification Program.

WHICH STATES REQUIRE THE CGFNS QUALIFYING EXAM?
The CGFNS Qualifying Exam is required by more than 85% of U.S. State Boards of Nursing and predicts success on the NCLEX-RN. You will need to check requirements with the state board of nursing of the state in which you intend to practice. WHAT IS THE CGFNS CERTIFICATION PROGRAM AND WHAT ARE THE ELEMENTS?
The CGFNS Certification Program is designed to predict an applicant's likelihood of passing the NCLEX-RN and becoming licensed as a registered nurse in the United States.

The Certification Program is a three-part program. Upon successful completion of all three elements of the program, the applicant is awarded a CGFNS Certificate. Applicants must successfully complete all three parts of the Certification Program in order to earn the CGFNS Certificate.

The three parts of the program include:

1. A credentials review.
2. A Qualifying Exam of nursing knowledge.
3. An English language proficiency examination.

CREDENTIALS REVIEW
CGFNS evaluates an applicant's education and registration credentials to certify that the applicant is a first-level, general nurse and meets all of the registration requirements to be licensed as a professional in that field.

REQUIREMENTS TO MEET:

1. Applicants must have completed a senior secondary school education separate from their nursing education
2. Must have graduated from a government-approved nursing program of at least two years in length; and received theoretical instruction and clinical practice in nursing care of the adult (including medical and surgical nursing), maternal/infant nursing care, nursing care of children and psychiatric/mental health nursing. Note: All transcripts must come directly from source agencies.
3. Applicants must have a full and unrestricted license/registration to practice as a first-level, general nurse in the country where they completed their general nursing education; and hold a current license/registration as a first-level, general nurse.

CGFNS Qualifying Exam
The CGFNS Qualifying Exam of nursing knowledge is offered three times a year at more than 40 locations spanning the globe.

The exam is divided into two parts with a total of 260 questions. Applicants are given two hours and 30 minutes for Part 1, which includes 150 questions. After breaking for lunch, applicants are given one hour and 50 minutes to complete Part 2, consisting of 110 questions.

The Qualifying Exam measures an applicant's nursing knowledge and is based on what nurses must know and do when they practice nursing in the United States. The foundations of the Qualifying Exam are based on client (patient) needs. The traditional clinical areas of nursing practice — nursing care of the adult, nursing care of children, maternal/infant nursing, psychiatric/mental health nursing and community health nursing — are covered.

The exam ensures that an applicant has the same level of understanding of nursing with various client groups, in various settings, as recent graduates of U.S. schools of nursing.

Both the CGFNS Qualifying Exam and the NCLEX-RN are based on the same framework of client needs because it provides a universal structure for defining nursing actions and competencies across all settings for all clients.

English Language Proficiency Exam
The Test of English as a Foreign Language (TOEFL) is currently used to meet the English language proficiency requirement of the Certification Program. TOEFL is administered worldwide by the Educational Testing Service (ETS). The exam measures listening, comprehension, structure and written expression and reading comprehension.

Applicants must successfully complete TOEFL and the Qualifying Exam within a two-year period in order for test scores to be considered valid. TOEFL may be taken prior to or following the CGFNS Qualifying Exam.

Certain applicants may be exempt from the English language proficiency requirement if they meet all of the following criteria:

1. Native language is English.
2. Country of nursing education was Australia, Canada (except Quebec), Ireland, New Zealand or the United Kingdom
3. Language of instruction was English; and Language of textbooks was English.

HOW LONG ARE THE TOEFL SCORES VALID FOR? I TOOK THE TOEFL EXAM THREE YEARS AGO. ARE MY SCORES STILL APPLICABLE?
TOEFL scores are only valid for two years.

IS IT NECESSARY TO TAKE THE CGFNS QUALIFYING EXAM AND THE TOEFL IN CONJUNCTION WITH EACH OTHER?
CGFNS Qualifying Exam and TOEFL examination must be taken within two years of each other for both scores to be valid.

IF I FAILED THE EXAM, WHAT IS MY NEXT STEP?
CGFNS will provide your numerical score and the passing score for the exam in the results letter. Also included is your diagnostic profile, which will indicate your strengths and weaknesses in the client needs categories. These categories form the basis not only of the CGFNS Qualifying Exam, but also of the NCLEX-RN. The CGFNS Qualifying Exam is offered three times a year. You may re-apply for another test date. Make sure to adhere to the deadline for re-application.

HOW MANY TIMES CAN I TAKE THE CGFNS QUALIFYING EXAM?
You can take the exam however many times you wish, until you achieve a passing score. However, in order to complete the Certification Program, applicants must pass both the CGFNS Qualifying Exam and an English language proficiency exam within two years of each other.

WHEN I PASS THE EXAM, DO I RECEIVE MY CERTIFICATE?
No. When you pass both the CGFNS Qualifying Exam and TOEFL, you will receive your CGFNS Certificate.

WHAT ARE THE GENERAL REQUIREMENTS OF THE CGFNS CERTIFICATION PROGRAM?

1. Complete the CGFNS application form.
2. Prepare and send a Nursing Education Form to the nursing school where you obtained your diploma/degree to have them send your transcripts directly to CGFNS.
3. Prepare a Validation of Registration/License form for every license you have ever held and send each form to the issuing authority(ies).
4. Send a clear copy of your high school diploma or equivalent.
5. If your diploma is not in English, you will need to send a certified, word-for-word English translation with this form.
6. Send three signed photographs of yourself and complete the CGFNS Photo Identification Card.
7. Enclose the application fee in U.S. dollars, drawn on a U.S. bank. Send an international money order or certified bank check payable to "CGFNS" or pay with one of the following credit cards: Visa, MasterCard or Discover/Novus.

I WAS NEVER LICENSED IN MY COUNTRY; CAN I STILL TAKE THE CGFNS QUALIFYING EXAM?
No. Applicants applying to the Certification Program must hold a registration/license in their country before becoming eligible to take the CGFNS Qualifying Exam. The only time that this requirement is waived is when applicants are not permitted to sit for the licensing exam in their country of nursing education because they are not citizens.

WHAT SHOULD I DO IF I AM DETERMINED TO BE INELIGIBLE FOR THE CGFNS QUALIFYING EXAM?
CGFNS might be able to provide you with information on how to rectify the deficiency, depending on what part of your application was deficient. If you have not completed a full secondary education, then you can rectify this deficiency by obtaining the GED diploma.

If you are deficient in one or more areas of nursing, then you may correct the deficiencies by completing a course at a government or state-approved school of nursing. You must obtain a grade of C or higher.

WHAT OTHER SERVICES DOES THE CGFNS CERTIFICATION PROGRAM OFFER?
All of the services that CGFNS provides must be made by written request and must include the applicant's signature.

1. Forwarding Nursing Education Information to any school, university or any organization that issues a professional license.
2. Verification of Certificate Status to any recipient.
3. Replacement Certificate for a lost certificate.

IS IT POSSIBLE FOR ME TO SEND A COPY OF MY TRANSCRIPTS OR LICENSES TO CGFNS IN THE EVENT IT IS DIFFICULT FOR ME TO OBTAIN DOCUMENTS FROM MY COUNTRY?
No. CGFNS requires all applicant's school(s) and/or licensing authority(ies) send the information directly sent in order to verify accuracy.

HOW DO I PAY FOR THE CGFNS CERTIFICATION PROGRAM?
The application fee can be paid by an international money order or certified bank check in U.S. dollars, drawn on a U.S. bank and made payable to "CGFNS," or by one of the following credit cards: Visa, MasterCard or Discover/Novus.

WHAT DO I DO IF I NEED TO CHANGE MY EXAM DATE OR LOCATION AFTER I HAVE BEEN SCHEDULED FOR THE EXAM?
If you need to change the exam date or location you must submit a change request form or submit your request in writing to CGFNS. Change request forms are accepted via mail, fax or email. Changes must be received by CGFNS no later than 10 weeks prior to the exam date. Any requests received with less than 10 weeks until the exam cannot be honored.

CAN I GET A FULL REFUND IF I DROP OUT OF THE CERTIFICATION PROGRAM?
A cancellation must be requested in writing. You will receive an acknowledgment and possible partial refund of your application fee. The refund amount depends on the total amount CGFNS has received from you and the total outstanding charges on your account. As soon as CGFNS opens an application, the applicant is charged a credentials fee as a first-time applicant or as a re-applicant. This fee is non-refundable.

HOW LONG WILL IT TAKE TO RECEIVE MY CGFNS QUALIFYING EXAM RESULTS?
Approximately eight to ten weeks after taking the CGFNS Qualifying Exam, CGFNS will send you a letter telling you whether you passed or failed the exam. Due to confidentiality, the letter is sent directly to you. No one but you receives your results. Mail delivery varies from country to country, so please allow up to four additional weeks for international deliveries.

DOES CGFNS REQUIRE ALL MY ORIGINAL DOCUMENTS FOR REVIEW?
No not all. CGFNS accepts clear and legible photocopies of certain documents for evaluation. However, be sure to verify if CGFNS will accept your personal documentation or if original verification from the issuing agency is required. In addition, since CGFNS verifies credential authenticity, CGFNS maintains the right to validate any documentation with the source agency.

WHAT IF I NO LONGER HAVE MY ORIGINAL DOCUMENTS AND CANNOT PROVIDE A PHOTOCOPY?
If you no longer have your original secondary school diploma, contact the authority that issued your credential and request that they submit an official letter by mail or courier directly to CGFNS verifying your records and results. CGFNS accepts external examination results only if provided by the examination board.

WHAT DO I DO IF MY EDUCATIONAL INSTITUTION HAS CLOSED?
CGFNS only accepts certain documentation (such as transcripts and validations of registration/ license) from source agencies. If your school has closed or no longer operates, you will need to contact the organization or agency authorized to hold documentation for that institution (such as a ministry of health or the national, provincial or state licensing authority in your country of education). If you are uncertain about where to go, call the CGFNS Customer Service Department.

WHAT IF MY DOCUMENTS ARE NOT IN ENGLISH?
A certified word-for-word English translation, signed with a certification of authenticity by the translator, must accompany any credentials not in English. If you cannot furnish a translation of your documents, CGFNS can provide an official translation of each document for an additional fee. CGFNS will accept translations of documents submitted by source agencies (such as transcripts and validations) only from the issuing authorities. Otherwise, CGFNS will translate documents for the appropriate fee.

DO I NEED TO HAVE VALIDATIONS FOR ALL LICENSES I HAVE HELD TO COMPLETE MY CERTIFICATION PROGRAM APPLICATION?
CGFNS requires all CP (Certificate Program) applicants to provide validations of their initial and current licenses, sent to CGFNS directly from the licensing authority(ies).

CAN I PROVIDE A PHOTOCOPY OF MY LICENSE INSTEAD OF A VALIDATION?
No. CGFNS requires that official validations must be completed and sent directly from the issuing authorities.

Problems, mistakes and changes online

If I make a mistake on my application, how do I delete it?

Regardless of whether you submitted or found a mistake online or on your paper application, you will need to write a postal mail letter to CGFNS, 3600 Market Street, Suite 400, Philadelphia, PA 19104-2651 USA, explaining the mistake you made and your instructions to make it correct.

How do I edit information in the online education overview?

If you are applying for the first time, you can go back and make changes until you submit the application/order. Otherwise, the preferred method of informing us about changes, mistakes and additions is to send us a letter with your signature indicating what needs to change.

I applied online using my maiden name, now I’m married. How do I change my name online?

You cannot change your name online. You need to send us a letter with your signature indicating the name change and provide photocopies of the marriage certificate or legal name change document.

Yesterday, I applied for the Certification Program online and fully paid. Unfortunately, I needed to apply for the Credentials Evaluation Service, not the Certification Program. What do I do?

If you’ve already paid, contact CGFNS by telephone or email immediately to let us know. Once you’ve paid for the Certification Program, we send you an Official Study Guide. If the guide has already been sent, the money for the book cannot be refunded. There may be a challenge getting your payment from one service to the other, but otherwise, the change should be fairly simple.

Why is my online account EXPIRED?

Your online account was inactive for two or more years.

How can I change my online CES (Credentials Evaluation Service) recipients?

You must send us a letter or email stating the reason for the change and including the contact information for the new CES recipients. Remember that recipients of your report can only be state boards of nursing, schools or others who are approved.

Error and status messages

My status for my transcripts says “Received But Not Accepted”. I haven’t received an explanation why they are not accepted.

The reason you may not have received an explanation in the mail can be because your contact details are not current or contain a mistake, or that you signed an Authorization to Release Information form, making a third party the recipient of all correspondence from us to you. Another reason is the postal mail service in your country. You may contact us for more information.

I get an error message online for the Credentials Evaluation Service “Some of your recipients are not appropriate for a CES report. You may remove recipients with the link below”. What do I do?

Perhaps the state you are choosing does not use the Credentials Evaluation Service. Check with the board of nursing in the state you intend to practice to verify what service they need. You can find a link to each state board at www.cgfns.org/sections/tools/apps/sbonrequirements.shtml

How will I access my account if I forget my username, password and/or email address?

There is a “Forgot Username/Password?” link on the login/register page you can click to help you. If you forgot your email, please call Customer Service using the details listed at https://www.cgfns.org/cerpassweb/processContactUs.do.

When I try to create an online account using my CGFNS ID number, I get the error message, “The CGFNS ID and the Date of Birth do not belong to a current customer. Please check to make sure the entered CGFNS ID and Date of Birth are valid”. What do I do?

My transcript was rejected because “Program Admission or Completion dates were not provided by the School.” My school informed me that they have not received the letter that I have from you and therefore cannot send you my program admission or completion dates. How do I get you the information you request?

What do I do if my credentials don’t meet CGFNS requirements?

Depending on what part of the evaluation of the documents was deficient, we might be able to provide information on how to rectify the deficiency. Contact Customer Service using the details listed at https://www.cgfns.org/cerpassweb/processContactUs.do.

Mail and email issues and uncooperative organizations

I sent my printed application via special delivery through the post office, but when I check my status online it still indicates that you are waiting for my forms. What do I do?

Check with your post office to see if there is a number to track whether the application has been delivered to us. After we receive it, the application has to be processed by hand to match the application to the person applying, and that can take time. After you have ascertained that it was delivered to us, please contact us if, within four weeks or so, you don’t see “Received” in your status.

For the Credential Verification Service for New York State (CVS), my school says they have not received mail from you.

From the time you are notified that your application has been received, it can take up to two months for your school to receive the first letter. If more than two months, contact us to verify the address of your school using the details listed at https://www.cgfns.org/cerpassweb/processContactUs.do. Once you have verified the address, contact your school again to see if they have received correspondence from us.

I sent my documents for the Credential Verification Service for New York State to New York State’s address instead of the 3600 Market Street address. How do I get my documents from them to you?

It may be more expedient and less expensive to redo your application online and send us only the notarized signature page and the authorization forms. We have no control over what actions other agencies will take.

I passed the CGFNS Qualifying Exam® and the IELTS exam and haven’t received my CGFNS (Certification Program) certificate.

There are several circumstances that could have permitted this to occur. You may have passed your IELTS, but IELTS International was not instructed to send your scores to us, so your status would have been “Waiting on English”. The two exams must be passed within two years of each other. Another circumstance could have been that you signed an Authorization to Release Information form, so your certificate would have been sent to the third party you designated. In addition to documents and payment, we need to receive your transcripts and license validation from your schools and licensing authorities. Payment information

All payments must be in U.S. dollars drawn on a U.S. bank. Fees must be paid in full before orders are processed and applicant files reviewed. Note that payments submitted to CGFNS/ICHP will first be applied to any unpaid balance on your account from previously ordered products or services, before being applied to the newest order.

Personal checks are not accepted. Do not send cash.

Online

Fees can be paid online at https://www.cgfns.org/cerpassweb/intro.jsp. CGFNS accepts Visa, MasterCard and Discover. American Express is not accepted.

By mail

Fees can be paid through postal mail. You will need either a completed CGFNS Credit Card Payment Form, or an international money order or a certified bank check, made payable to “CGFNS”. Mail them to CGFNS International, Suite 400, 3600 Market Street, Philadelphia PA 19104-2651 USA.

Online applications less expensive

CGFNS International charges US$75.00 less for each online application received after Friday, 16 July 2010, through https://www.cgfns.org/cerpassweb/intro.jsp.

Time limits

For applications and payment

Applicants applying for the CGFNS Certification Program, the Credentials Evaluation Service and the VisaScreen®: Visa Credentials Assessment are given 12 months to meet the requirements of the application order, after which it expires. Orders for these three services that have not resulted in the rostering of an applicant to take the CGFNS Qualifying Exam® for the Certification Program, that have not resulted in the issuing of a Credentials Evaluation Service report, that have not resulted in the issuing of an ICHP VisaScreen® certificate within 12 months of the application date or that have not been paid in full will expire.

If an application that has been paid in full expires, an applicant has up to 12 months to apply for a reprocess (another 12 months on that application) and fully pay the reprocess fee listed above in the fees table. Only one reprocess application is accepted after an initial application expires.

If an applicant has not paid in full, or if fees paid were applied to previous services, and the initial application order expires, applicants do not qualify for the reprocess, but must submit a new application and pay the full fee to have 12 months to process the application and complete all the requirements. The subsequent 12 months begins when we receive the new application.

Refund policy

CGFNS has a “no refund” policy for all programs, products and services. No refund is given after an order is submitted. If CGFNS makes an error, consideration for a refund will be given on a case-by-case basis.
