What is a programme?

A programme is made up of a specific set of projects identified by an organisation that together will deliver some defined objective, or set of objectives, for the organisation. The objectives, or goals, of the programme are typically at a strategic level so that the organisation can achieve benefits and improvements in its business operation.

What is Programme Management?

The concept of a programme is that it should be more than the ‘sum of its parts’. In other words, without Programme Management, the projects would probably still be able to deliver their particular outcomes but these would not be co-ordinated or integrated into the achievement of a strategic goal.

What is MSP?

The Office of Government Commerce in the UK has developed a best practice guide on Programme Management called Managing Successful Programmes. The guide comprises a set of Principles and a set of Processes for use when managing a programme.

Managing Successful Programmes (MSP) comprises a set of principles and processes for use when managing a programme. It was devised for the OGC (Office of Government Commerce, UK) and was founded upon best practice and a body of knowledge drawn together from many years of real life experience.

MSP offers organisations a standard and consistent approach to programme management. It provides a framework for senior management to direct the change process whilst ensuring that the focus is always maintained upon business objectives. Through project prioritisation and integration, it encourages more efficient use of resources. It also provides for better management of risk due to its recognition of the wider context. Timescales, budgets and quality standards can all be controlled more effectively; roles and responsibilities are clearly defined, thereby obviating duplication of effort and ensuring all personnel fully understand what is expected of them. In all, MSP enables more effective delivery of change and a smooth transition from current to future business operation.

MSP was intiailly released in 1999 and underwent it's first major revision on 2003. The framework was revised again in September 2007 to the current version.

The accreditation and certification for MSP is managed by the APM Group, based in the UK.

What changes has MSP recently undergone?

The main change has been to structure the guidance around an MSP framework, which is based on three core concepts:

MSP Principles - This chapter has been restructured around a set of seven universal principles that need to be applied for successful transformational change
MSP Governance Themes - This section has been redefined and reinforced, reflecting the need for integration across the nine themes that underpin good governance
MSP Transformational Flow - This section gives guidance on the process of delivering a programme of change.
A great deal of effort has gone into this refresh with a view to enhancing the guidance, bringing it up-to-date with current best practice and making it more accessible; whilst at the same time maintaining the strengths of the previous guide.

Why use MSP?

Maintaining the focus on business objectives to deliver the right benefits and outcomes from change requires a structured framework to co-ordinate, communicate, align, manage and control the activities involved.

Programme Management provides this framework, through organisation, processes, inputs and outputs, and ways of thinking. Together, these enable talented people to build the capacity and capability to deliver change and cope with its inherent complexity, risks, problems and challenges. The framework also provides a starting point for the development of appropriate skills and expertise.

Using MSP provides an effective delivery of change and a smooth transition from current to future business operation.

MSP assists in maintaining a focus on the necessary activities to move towards identified strategic outcomes. It shuns bureaucracy, avoids duplication of effort and achieves efficiencies. Results are delivered in a controlled way.

Course Overview

MSP® Combined is an OGC / APMG accredited 5 day non-residential course, which covers the syllabi for the 2 exam levels in the OGC’s Managing Successful Programmes (MSP®) Programme Management method.
You will gain an understanding and knowledge of the processes and principles of the method to act as a Programme Manager for a programme with a coherent project portfolio, or to act as a member of a Programme Office.
Class sizes are kept small to facilitate lecturer – student interaction and class discussion.

Foundation:3 Days

The purpose of the foundation level is to confirm you have sufficient knowledge and understanding of the MSP guidance to interact effectively with those involved in the management of a programme or act as an informed member of a Programme office team, business change team or project delivery team working within an environment supporting MSP. The foundation qualification is also a pre-requisite for the practitioner certification.

Practitioner:1 Day

The purpose of the practitioner level is to confirm you have sufficient knowledge and understanding of the MSP guidance to act as an informed member of a programme management team. This level is also required for programme management professionals progressing toward the advanced practitioner certification, and those aspiring to become programme management professionals in the future.

Two-and-a-half hours duration
Open-book (only the MSP Guide is allowed).
